Job Background
WFP’s beneficiary management processes are core components of the design and implementation of effective and efficient programme activities. Beneficiary management is defined as encompassing the processes of registration, verification, beneficiary information and identity management, and feedback mechanisms. These processes are aimed at obtaining, recording, managing and utilizing beneficiary data through the planning, execution, monitoring and reporting phases of the implementation of WFP programmes.
WFP Sudan is committed to implementing mechanisms of accountability to ensure that recipients of assistance are involved in the decisions that affect their lives, and to safeguard their safety when participating in WFP-related activities.
WFP Sudan has committed to review and strengthen guidance and systems for verification of distribution activities, distribution reports and supporting evidence that include and internal controls and risk-based perspective in addition to a programmatic perspective. This process will continue to build upon and enhance the rollout of existing programme management tool such as SCOPE.
It is in this context that the Beneficiary Management Unit has been setup at the Country Office and its field related functions, delegated to the Area Offices, which is represented by a cell within the Area Office Programme Unit, headed by a Digitalization Officer.

At WFP Sudan, we are looking for experienced Digitalization Officer to be based in the following multiple duty stations: El Fasher, Nyala, El Geneina, El Obeid and Kassala, to be hired on a Service Contract at SC L9 .
Reporting line:
The Digitalization Officer will be under the overall supervision of the Head of Programme, Area Office and the technical supervision of the Head of Beneficiary Management Unit in the Country Office. The incumbent will be responsible for the following duties:
KEY ACCOUNTABILITIES (not all-inclusive)
- Strengthen knowledge base and understanding of food security and vulnerability issues at the Area Office level contributing to effective targeting and prioritization of beneficiaries and the appropriateness of assistance modalities.
- Contribute to the establishment of beneficiary management system in the Area Office which include verification control process, controls on verification, profiling and prioritization, beneficiary identification management, beneficiary data management
- Take on overall responsibility for the roll out of SCOPE in the Area Office.
- Ensure adequate internal controls, governance and risk management processes associated with beneficiary management are in place at the Area Office.

- Contribute to the formulation of policies, guidelines, processes, information systems and generation of reports on beneficiary management;
- Conduct regular analysis of SCOPE data and provide feedback to management of Area Office and Khartoum CO, with regards to identification of the intended beneficiaries, improvements in verification and authentication processes, reconciliation of entitlement transfers.
- Establish systems to track and update changes in vulnerability of beneficiary populations, track arrival and departure of beneficiaries, minimize inclusion and exclusion errors in the beneficiary lists maintained by the Area Office.
9. Participate in the design and implementation of WFP programmes with emphasis on problem analysis, defining the role of food assistance and providing recommendations on targeting of such assistance along geographic, sectoral or socioeconomic lines;
10.Transfer skills and develop sustainable capacity in beneficiary management in the Area Office, cooperating partners and local government counterparts;
11.Responsible focal point for profiling of protracted caseloads of beneficiary population through:
- Coordination within the Area Office VAM and Programme team, as well as partners and beneficiary representatives on conducting the profiling exercise with emphasis on identifying the intended beneficiaries for registration;
- Train and supervise the data collector/enumerators to undertake beneficiary registration in SCOPE
- Supervise the registration exercise to ensure that the right beneficiaries are registered after verification process and complete information of the household is captured in SCOPE;
- Follow up with CO profiling officer on profiling results after validation by the programme unit, arrange to update the beneficiary master list accordingly;
- Contribute to the successful implementation of the corporate Beneficiary Feedback Mechanism by taking active role in resolving complaints of the beneficiaries, carrying out problem analysis and following up with concerned units and staff when escalation of the issue is required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Proficiency (working knowledge) in both English and Arabic
Experience: At least 3 years’ experience in the humanitarian or development field, food security or a closely related area with an advanced university degree or 5 years’ experience with first university degree.
Experience in community development and humanitarian field work.
Experience in the design and implementation of humanitarian projects.
DESIRED TECHNICAL SKILLS & KNNOLEDGE
• Strong knowledge of data analysis and the data collection, treatment, and manipulation techniques typically associated with it;
• Working knowledge of basic statistics with ability to use statistical software packages .
• Proficiency in MS Office (Word, Excel, Access, Outlook)&Knowledge of geographic information systems (GIS) is desirable.
