Context:
Under the overall supervision of the Head of Programme, the direct supervision of the Programme Coordinator (Humanitarian & Transition), and in close coordination with relevant Project Managers and field-based teams under the Humanitarian Response and Transition Team (HRT), the Project Officer (WASH & Basic Infrastructure) will be responsible for contributing to and supporting the successful planning, implementation and monitoring of IOM’s Water, Sanitation and Hygiene (WASH) and basic infrastructure activities in Sudan. Specifically, the Project Officer (WASH & Basic Infrastructure) will provide technical support to the design, implementation, monitoring and evaluation of discrete WASH and infrastructure aspects of IOM’s integrated emergency response and transition programme, which addresses the immediate and longer-term recovery needs of internally displaced people, refugees and host communities affected by conflict and/or disaster caused by natural hazards and the adverse
effects of climate change.
Core Functions / Responsibilities:
- Provide technical inputs and information for the development and execution of a WASH and
basic infrastructure strategy for integrated HRT responses, in alignment with the overall mission
and programme strategy for the country. Analyze programme development opportunities and
contribute to the preparation of proposals. - Supervise and coordinate the implementation of WASH and basic infrastructure activities,
such as community centers, irrigation canals, drainage systems, markets, feeder roads,
culverts, earth embankments etc, in support of IOM’s emergency and transition programmes,
checking that budget, time and quality are in accordance with project specifications, donor
requirements and IOM rules and regulations. Bring issues to the attention of the supervisor.

a. Monitor the design process and compliance of technical specifications for the implementation
of the required WASH and basic infrastructure activities and services in alignment with
international and national standards and donor requirements. Assess technically the progress
of the project under supervision to check that compliance of outputs to planned targets is
achieved.
b. Adhere to the guidelines provided by the designated Project Manager regarding the use of
budget lines for the project activities.
c. Guide and monitor the technical work of field-based WASH and basic infrastructure teams
working for the response. Supervise relevant staff and provide feedback on performance.
d. In close coordination with the Resources Management Unit, facilitate procurement efforts for
supplies and services, checking if processes are transparent and in line with IOM and donor’s
regulations. Monitor contractual agreements with service providers and/or implementing parties.

a. Coordinate closely with relevant Khartoum-based Project Managers in HRT in line with the
multi-sectoral and integrated approach, as well as with relevant colleagues supporting IOM’s
migration management initiatives, to facilitate alignment and efficiency of activities.
b. Liaise with the WASH Sector, United Nations High Commissioner for Refugees (UNHCR) as
lead of the refugee response and relevant co-leads, other WASH agencies, government
authorities / entities and other relevant stakeholders as appropriate to coordinate IOM WASH
and basic infrastructure activities. Attend technical coordination meetings convened by the
Humanitarian Aid Commission (HAC) and the Commissioner of Refugees (CoR). - Provide relevant and necessary information in a timely manner to the Programme Coordinator
(Humanitarian and Transition) and to the members of WASH and infrastructure teams under
technical supervision. - Monitor project implementation, undertake regular visits to the areas of operation and record
relevant data for further analysis. Ensure that all the project data and information is archived and
shared appropriately. Draft progress reports to Project Managers, and senior management as
needed, indicating progress, constraints, and requirements for project completion. - Facilitate the integration of the core principles of disaster risk reduction, climate change
adaptation, environmental protection, gender, Accountability to Affected Populations (AAP) and
conflict sensitive programming across activities. - Perform such other duties that may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Civil Engineering, Structural Engineering, Environmental Engineering, Public Health, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the coordination and implementation of WASH and basic infrastructure, including contract management, in countries facing humanitarian crises and in support of emergency response, recovery, community stabilization and transition;
• Experience working with international organizations specialized in humanitarian and/or development assistance (e.g. UN agencies, INGOs, IOs, Donors, International Federation of Red Cross and Red Crescent Societies (IFRC) or International Committee of the Red Cross (ICRC));
• Experience in the design and/or implementation of interventions that include addressing behavioral change for the promotion of hygiene; and,
• Experience in Sudan or the region desirable.
Skills
• Familiarity with Disaster Risk Reduction approaches, concepts and technical solutions would
be a distinct advantage;
• Familiarity with conflict sensitivity concepts and principles would be viewed favorably;
• Excellent organizational skills;
• Ability to work with limited supervision;
• Works effectively with donors, local authorities, beneficiaries, and the broader community to advance country office or regional objectives; and,
• Computer literate (word processors, spreadsheet, database, Epanet, CAD (AutoCAD, ArchiCAD or similar engineering software), and statistical packages, etc.).
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
