The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States. 
As a priority, NRC is therefore hiring a Logistics Officer to be part of establishing NRC’s programme in Sudan.

   Logistics Coordinator – Procurement Sudan Khartoum (National Position)

NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

​ The purpose of a Procurement Coordinator is to implement delegated area of logistic responsibility and deliver a variety of procurement and other logistics related activities, including budget and procurement planning, market survey, management of warehouse, fleet, assets, communications, securing supporting documentation/archiving, reporting, coordinating, capacity building and support distributions.  

Generic responsibilities:

  • Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements.
  • Implement NRC’s procurement systems and procedures at country and area level.
  • Coordinate timely operational planning and management of procurement activities.
  • Prepare and submit reports and analysis.
  • Ensure proper filing of all procurement documents.
  • Line management of the procurement team including recruitment and performance management.
  • Provide anti-corruption, transparency and cost efficiency focus in all procurement processes.
  • Perform other duties, as assigned by Line Manager.

Specific responsibilities:

  • Develop procurement strategies in line with NRC in Sudan mission and objectives and in collaboration with the Line Manger.       
  • Ensure all procurement plans for Area Offices are in place and consolidate country procurement plans.
  • Ensure that competitive and transparent procurement processes are followed to ensure best value for money is achieved at CO and AO level.
  • Ensure that all requisitions are processed in a timely and efficient manner, and that all supporting documentation is filed as per SSD requirements.
  • To provide technical support to Area Offices for procurement matters and to train the field staff. Participate to new opening or development of area offices. Setup Agresso system. Help with possible system issues.
  • Ensure that procurement reports are in place and updated regularly: procurement tracking sheet, contract follow-up, procurement plans, vendor database, vendor evaluations, price list.
  • Take the lead on handling open national tenders and developing framework agreements as per the needs.
  • Maintain and develop a vendor database with qualified vendors for NRC activities.
  • Provide technical support (remote-and hands on) to all procurement teams in all area offices.
  • Manage the procurement team as per HR procedures and ensure balanced workload and clear responsibilities within the team.

Our Ideal Candidate:

We are looking for a university graduate, with a minimum of 3 years’ previous experience in the field of Procurement with a good working knowledge of international supply chain operation, custom regulations of Sudan and tax exemption processes. 

Experience working in complex and volatile contexts, in particular in Sudan.  Technical Procurement expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English and Arabic both written and verbal.
