The Safety and Security Officer will oversee all aspects of security and safety of the Country Office. S/he will be responsible for implementing all policies and procedures regarding security & safety and promoting its day to day management for Search in the country. The Safety and Security Officer will also implement and maintain the logistical support systems for the Country Office. S/he will coordinate all logistics activities and explore the most efficient systems to support smooth running of office operations.

Main Responsibilities:

Safety and Security:

  • Work closely with regional and global security staff to ensure security strategies for the Country Office are appropriate and aligned with regional and global priorities
  • Support in developing, reviewing and ensuring effective implementation of the Country Office Security Management Plans, SOPs/Contingency Plans
  • Ensure that all safety and security management systems are in line with existing Search security policy, protocol and approach
  • Implement and ensure effective monitoring of staff and vehicle tracking system
  • Lead planning and implementing of risk mitigation strategies to improve safety and security
  • Ensure that appropriate safety and security systems are in place to provide timely and accurate security information to staff and visitors
  • Lead incident management, lessons learnt and any follow up actions/ changes to procedures
  • Provide crisis management support (evacuation and hibernation) as required
  • Maintain an updated Search staff contact list and security notification tree and test the tree on a regular basis
  • Conduct regular visits to field sites to assess safety/security arrangements
  • Monitor implementation of safety and security protocols and promptly advise the CD of any non-compliance and/or concerns/issues
  • Build and maintain regular contact with other agency security focal points, including NGOs and local authorities especially in program implementation areas in order to gather reliable security information, facilitate the sharing of best practices and the adoption of an integrated approach where possible
  • Ensure that security staff (office guards) are managed effectively

logistics:

  • Ensure that security staff (office guards) are managed effectively
  • Manage office utility services including communications, water and electricity
  • Provide assistance to members of staff and visitors, including travel arrangements, meet and greet visitors and field staff
  • Process work permits and visa for international staff and/or visitors, as needed
  • Establish a stock system, ensure adequate office supplies and security of all items in the store
  • Ensure that property and assets are properly tagged
  • Identify and report on maintenance and repairs of office building, furniture, equipment, fixtures including electrical and plumbing
  • Manage office vehicle fleet including insurance and regular maintenance and provide monthly reports on the status of each vehicle
  • Assist with banking transactions, as requested

Qualifications:

  • Bachelors degree in related discipline such as Security Management, Business Administration, Social Sciences, International Relations
  • Minimum 3 years of NGO experience in safety and security management
  • Good understanding of office administration practices and standards
  • Willingness to travel at short notice, and often in difficult circumstances
  • Highly organized and systematic with excellent attention to detail.
  • Excellent written and oral communication skills in English and Arabic
  • Must be able to demonstrate sound judgment and initiative with little guidance
  • Ability to prioritize multiple tasks and work effectively under pressure
  • Demonstrated interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues
