The Position:

The position works under the direct supervision of the Head, Field Operations Unit, and under overall guidance of the Representative. At a technical level, he/she works closely with the humanitarian and development programme teams (RH, Gender/GBV, Youth programming and Population and Development issues) based in Khartoum and with the Operations Unit for operations issues of the Area office and Sub- Offices under his/her supervision.

Job Purpose:

The position is responsible for the overall management of the programmatic and operational (financial and administrative) management of the Area Office and the sub- Offices under the respective Area. This includes overall planning, formulation, implementation, monitoring and evaluation of the Country Programme/Country Programme Action Plan at state level and supervision of the UNFPA program (RH, GBV and M&E officers) and operations staff in the Area office and Sub Offices under his/her supervision.

Main Tasks & Responsibilities

You would be responsible for:

  • The Head of Area-Office leads the positioning of UNFPA on strategic and substantive issues, acting as the principal adviser to the Country Office management, assuming overall accountability for the management and work of the Area-Office and the sub offices under his/her supervision
  • S/he represents UNFPA in meetings, workshops and other relevant fora with government officials, local authorities, UN agencies, non-state actors, media, NGOs, CBOs and beneficiary communities and ensure adequate representation in relevant inter-agency fora related to programme, operations, security and other issues (i.e. A-SMT, A-HCT, sector meetings and others)
  • Contributes substantively to the design, planning and management of UNFPA’s programme activities by providing and managing data inputs, incorporating best practices, monitoring project implementation and following up on recommendations, and supervision of all Area Office staff:
    • Ensures emergency preparedness and response to recurrent natural disasters and other humanitarian response programme activities through integration into regular Country Office (CO) programming, inputs for the development of humanitarian response proposals, monitoring implementation, and reviewing of progress reports,
    • Contributes and oversees the emergency preparedness and contingency planning at state level;
  • In collaboration with Government counterparts, United Nations organizations, NGOs and other partners, the Head of Area-Office oversees the formulation, implementation and monitoring of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures, and UNFPA’s humanitarian programme, aligned with humanitarian guidelines and joint UN programming. Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and that appropriate monitoring and oversight mechanisms and systems are established and implemented.
  • Reviews the political, social and economic environment relevant to UNFPA, identifies bottlenecks and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
  • Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing needs of project personnel, including recruitment, deployment, timely completion of performance evaluation and training.
  • Ensures the creation and documentation of knowledge about current and emerging program issues, by analyzing programs, projects, strategies, approaches and on-going experience for lessons learned, best practices, and shares with senior management for use in knowledge sharing and planning future strategies. In collaboration with key stakeholders, identifies and reviews emerging humanitarian and development issues and their linkages to program planning, management and research.
  • In cooperation with relevant sections of the Country Office, prepares or contributes to the monitoring of UNFPA supported interventions and to the development of situation reports, donor reports and other special reports:
  • Ensures the participation of UNFPA in joint inter-agency assessments/strategic planning in the relevant State at adequate technical (RH, GBV programme officers) level and Liaises with other sectors (protection, WASH, RMS, camp coordination, etc.) for addressing RH/ GBV/ HIV/Youth -related concerns;
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation for development and humanitarian programming including drafting of resource mobilization proposals, preparation of donor progress reports, documentation of field visits, project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
  • With guidance from the International Operations Manager and International Security Specialist, assume oversight of the Area-Office and respective sub-Offices’ operations and security-related matters, including representing UNFPA in the Area Security Management Team.
  • Supervises all UNFPA Area-office staff as well as respective sub offices in the area, provides adequate guidance and support for the staff, creates team spirit and ensures conducive work environment.
  • Ensures compliance with UNFPA policies and procedures in all programmatic and operations areas at Area Office and respective Sub offices level and ensures effective and efficient management of UNFPA resources in line with existing policies and procedures; this includes oversight of Admin. Associate in terms of general services, local procurement, office budget, petty cash, assets management, security MOSS and MORSS.
  • Ensures MOSS and MORSS compliance at Area office and Sub office level and among staff under his/her supervision.
  • Advances the policy and advocacy agenda in support of UNFPA programming to provide supportive platform for interventions directed towards promoting gender equality, eliminating GBV, integration of youth issues and contributing towards the reduction of maternal and neonatal deaths and disabilities at state level;
  • Ensures that capacity need assessments are conducted, capacity gaps are identified and actions/interventions to enhance capacity of partners are implemented.
  • Seeks technical/administrative/operations support from the relevant CO units and keeps them abreast about developments and challenges at state level;
  • With support of programme and operations staff, follows-up with partners to ensure adequate audit preparations and records are in place and ensures follow-up on implementation of audit recommendations.
  • Regularly monitors and reports on the proper and effective usage of commodities and supplies received through UNFPA.
  • Carries out any other duties assigned by the Head of Field Operations or UNFPA Representative.

Qualifications and Experience

Education:

Master’s Degree in Public Health, Community Medicine, International relations, development or related social sciences.

Knowledge and Experience:

Minimum 5 years of increasingly responsible professional experience in management and development relevant to population and development, sexual and reproductive health, and gender;
Substantive knowledge and practical experience in population and development, sexual and reproductive health, and gender;
Experience in programme and/or technical assistance with the UN Humanitarian System
Extensive Field experience in humanitarian setting is required

Languages:

Fluency in both written and spoken English and Arabic
