Org. Setting and Reporting
The position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS).
The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilisation of economic and development assistance and coordination of humanitarian assistance.
The position is based in Khartoum and is located in the Integrated Electoral Assistance Division. The Chief Electoral Planning and Operations reports to the Principal Electoral Officer.
Responsibilities
The Chief Electoral Planning and Operations will assist the Principal Electoral Officer of UNITAMS, in carrying out the following duties and responsibilities:
•Maintain a close working relationship with, and advise, the Sudanese electoral authorities throughout the planning and implementation of the various electoral operations and related activities;
•Recommends and facilitate the implementation of specific programmes and activities aimed at strengthening the technical and operational capacity of the electoral authorities;
•Coordinate the work of, and provide guidance to the various components of UNITAMS’ integrated electoral assistance division including in the following areas: drafting of the electoral legal framework; complaints and dispute resolution; overall process management; planning and budgeting; infrastructure development; preparation of voters roll; candidate registration; voting operations; tabulation, transmission of results and provisional publication of results; civic and voter education, outreach activities; review of operational plans and ensure implementation of electoral operations in close coordination with electoral authorities ;field operations, logistics, security, information and communications technology, establishment of a data processing and analysis, procedures, training, external relations, public information, outreach and media relations, civic and voter education, graphic design, administrative support, support to media, political parties and civil society, capacity-building, as well as institutional reform and development;
•Ensuring that all electoral operations are conducted effectively by addressing policy guidance, logistics, and other electoral needs in a timely manner;
•Harmonizing UNITAMS logistics with the needs of the electoral authorities;
•Assists the national electoral authorities in developing and maintaining regular, systematic and impartial communication with political parties, media organizations, non-governmental organizations and gender focal groups.
•Ensuring information sharing about work plans and changes of work plans across the division’s units and with field offices;
•Liaise with other divisions on issues regarding electoral matters;
•Acts as officer-in-charge in the absence of the Chief Electoral Officer/Head of the electoral component;
•Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
A minimum of ten (10) years of progressively responsible experience in delivering electoral operations, including in an international context, is required.
Experience in working with a national electoral management body in facilitating the implementation of electoral operations is required.
At least five (5) years of comparative experience as chief electoral planning and operations in multiple countries is required.
Previous experience in managing a team of different backgrounds at senior level and managing and coordinating complex projects is required.
Experience in post-conflict situations is required.
United Nations electoral experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is required.
Experience in bilateral or multilateral negotiations is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic desirable.
