ORGANIZATIONAL CONTEXT

Isolation is a key feature of the non-government-controlled areas of Blue Nile.   There are limited partners operating in this area of almost 200,000 people.  Market access that links Ethiopia and South Sudan, as well as communities on opposite sides of the Yabus river, is largely dependent on donkey and motorbike.  Roads become impassible during the rainy season which will require prepositioning of food prior to June. Communities accessing markets and humanitarian support is a key concern.  A 100m span footbridge will be built over the Yabus river allowing the isolated communities of Komo Ganza to access support and markets.

Education structures exist but have limited capacity and need support. Plans to expand to 5,500 students with school feeding in conjunction with UNICEF education inputs.  Post-harvest Loss reduction activities will target an additional 1000 farmers building on the previous year’s successes with the Secretariat of Agriculture (SoA) taking lead role in the training and identification of farmers.  Nutrition activities have started with a local partner on small scale, an increase in support to Health Centers and addition of PLWs will be supported through the partner.

To support the population of the area, WFP will scale up in 2021 with additional school feeding activities as well as school infrastructure improvements. The Post Harvest Loss reduction activity will increase the number of farmers reached and seek to build the capacity of the SoA. A field office will be established with new staff recruited and trained.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Establish and operationalize WFP’s Sub-Office in Yabus, Blue Nile (NGCA). Manage and lead WFP field operations within the area of assignment to ensure timely and effective deployment of food assistance programmes.
  • Hold accountability for the deployment of CO initiatives, policies and strategies. Coach, mentor and develop skills and hands-on knowledge of new staff under direct supervision, and cooperating partners staff. Oversee the hiring of local staff.
  • Effectively manage the Sub Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
  • Ensure efficient use of financial resources for the achievement of set objectives.
  • Hold accountability for the security of WFP staff, operations, premises and assets in the Sub Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT), if applicable.
  • Collaborate with governments and other partners in identifying where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).
  • Develop and coordinate data gathering and monitoring systems and conduct timely monitoring and evaluation activities. Coordinate regular collection of market prices and closely monitor effects on local and regional markets in the respective areas of operation.
  • Hold accountability and/or prepare accurate and comprehensive analysis and reports on WFP operations and performance with regular and timely submission for Area/Country Office review to identify programme support requirements and inform operational planning and decisions.
  • Forge and nurture external partnerships to improve assistance packages and support
  • complementary strategies; identify potential areas for collaborative approaches and initiatives.
  • Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security particularly establishing adequate level of coordination, synergies, and effective partnerships with the Government entities mainly Sudan Relief and Rehabilitation Agency (SRRA), Education and Health Secretariats; cooperating partners, community leaders and beneficiaries.
  • Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
  • Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:         

Advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Professional:

  • At least 5 years of progressively responsible professional experience in emergency coordination/setting up operations in developing countries.
  • Gained broader exposure across areas within a function (i.e. policy, programme etc.)
  • Particularly knowledge on setting up school meals/nutrition programmes.
  • Experience in working with international organizations (especially with WFP), development partners, high-level authorities, local governments and/or civil society organizations.
  • Has developed, or supported in the development of, multi-discipline work plans to support the achievement of WFP strategic aims within a defined area.
  • Has gained experience in field operations, preferably in a hardship duty station or emergency situation.
  • Gained experience of analysing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
  • Has gained experience managing mid-size financial budgets, balancing multiple priorities effectively.
  • Has experience leading a mid-size to large team to ensure the effective delivery of objectives.
  • Participated in a vendor/government/ partner negotiation in support of broad function or Country Office requirements.
  • Participated in a moderately complex emergency operation/ development programme.
  • Has experience with security co-ordination and compound management within a mid-size area.

Language:          

Fluency in oral and written English. Knowledge of Arabic is desirable but not essential.
