Background

Under the guidance and primary supervision of the Operations Manager the Finance Monitoring officer is responsible for preparations and monitor Country office budget; while also ensuring compliance with financial compliance with donor agreements. Provide monitoring and capacity building for UN Women partners.
The Finance Monitoring Analyst will works in close collaboration with Programme Unit Programme Division, Regional Office and Country Offices, as well other UN entities in COs for resolving complex finance issues.
Duties and Responsibilities
1. Administer focus on timely preparation of financial donor reporting and other management reports:
- Monitor outstanding donor reports to donors and initiate follow-up actions with Programme and Operations team.
- Follow up on errors in chart fields or over expenditures and ensure proper adjustments are made;
- Assist in the maintenance of the General Ledger, analyzing and reconciling accounts with supporting modules;
- Respond to requests to resolve financial data issues;
- Prepare other regular finance indicators or management reports as requested;
- Provide budget setup support to permit accurate reports in formats required by Donor
2. Administer and implement financial procedures compliance and quality assurance:
- Ensure projects budget/expenditure are in line with the donor agreement and Country office workplan
- Prepare forecasting for salaries, Operations expenditures.
- Ensure timely submission of donor financial reports.
- Monitor UN Women implementing partners and ensure funds are utilized in line with the agreed work plan as well as abide with the financial norms of justification.
- Ensure timely liquidation of partner advances
- Work with implementing partners to ensure successful audit exercise.
- Perform and provide advice for financial project closure of projects for UN Women (UNW) offices;
- Prepare various reports on project closure status and initiate follow-up actions;
- Follow up on errors in chart fields or over expenditures and ensure proper adjustments are made;
- Respond to requests to resolve financial data issues;
3. Facilitate knowledge building and knowledge sharing focusing on achievement of the following results:
- Build and strengthen the capacity of UNW offices in the areas of financial donor reporting and project closure, including conducting trainings in your region.
- Provide project staff with training on budget formats for donor-specific reporting requirements.
- Build the capacity of UN Women partners in finance and administrative areas
- Assist and provide input to training materials for the operations / project staff on financial donor reporting and project closure or other related finance items.
- Actively participate in knowledge sharing and changes of duties with other staff in Finance team, as requested by RO Finance Specialist, to ensure that all duties have back-up staff assigned and trained;
- Ensure full compliance with all UNW Financial Regulations and Rules, Operations manuals, Internal Control policies and procedures, Standard operating procedures, Finance manual, and Delegations of Authority to ensure consistency across UNW and harmonization with other UN Agencies. Provide recommendations to Unit head for proposed amendments;
4. Perform other relevant duties from time to time as requested by Operations Manager.

Accurate analysis and presentation of financial information enhances UN Women’s credibility in use of financial resources and proper financial process management. The information provided facilitates management decision making.

FUNCTIONAL COMPETENCIES

Required Skills and Experience
Education:
- Master’s degree (or equivalent) in Finance/Accounting Administration or other relevant filed. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
Experience:
- At least 2 years’ experience in an accounting-specific role with in a large international organization preferably in the UN system is required. ·
- Demonstrated financial experience using an ERP financial system. ·
- Demonstrated experience in providing financial and budget support to programmes/projects;
- Demonstrated experience at developing detailed financial reports for senior management.
- Experience in the usage of office software packages (MS Word, Excel, etc.).
- Demonstrated experience using an online web-based management System is an asset.
Language Requirements:
- Fluency in English and Arabic
