Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Guided by its new Strategic Plan 2022-2025, UN Women leverages its unique triple mandate, encompassing normative support, UN system coordination and operational activities to reach these goals. Programmatically, UN Women works on different thematic areas including governance, women’s economic empowerment and women, peace and security, across which women’s access to justice is key in ensuring the advancement of gender equality and women’s empowerment. In Sudan, UN Women is active in promoting accountability and access to justice through its programs and its partnerships with key stakeholders, including civil society organizations and the UN Country Team.

Duties and Responsibilities

1. Provide support on rule of law, law reform/access to justice development results:

Provide technical and substantive guidance and assistance to the office relating to rule of law across the thematic area;
Provide technical inputs to annual reporting review process of Strategic Plan outcomes and outputs related to legal reform/access to justice, including the development of baselines, milestones, and targets; desk review of country offices’ results reporting;
Review of regional/country office strategic documents, including Strategic Notes, gender profiles and contributions to Common Assessments/Cooperation Frameworks;
Provide programmatic and operational support for related thematic initiatives on women’s access to justice and law reform;
Contribute to the drafting of funding proposals and resource mobilization.

2. Provide direct technical assistance and capacity development to country offices and national partners on law reform/ access to justice:

Assist with mainstreaming the rights of women with disabilities and other vulnerable groups throughout programmatic initiatives, having regard to the principle of leaving no one behind of the 2030 Agenda for Sustainable Development;
Provide technical inputs and advice on law reform and access to justice based on best practice;
Prepare and deliver trainings for government and non-government partners related to the international and national human rights framework on gender equality;
Liaise with relevant thematic advisors and field offices to support programme development and implementation, including but not limited to:
In the framework of the PBF-funded project “Supporting sustainable Peace in Blue Nile”, provide technical inputs and participate in the drafting of a methodology and in the development of curricula for the training of prosecutors, police, judiciary personnel and other service providers on GBV;
In the framework of the PBF-funded project “Supporting sustainable Peace in Blue Nile”, provide legal advice concerning legislation gaps on GBV to support the implementation of activities (including the establishment of one-stop centres and Women and Children Protection Desks in local police stations);
Conduct research and assist in collecting and analysing data related to human rights and gender equality;
Prepare legal reviews and analyses related to required legal changes and new legislation;

3. Provide technical support to inter agency processes and coordination:

Provide technical inputs to the UN Joint framework on Rule of Law, and any other policy documents, briefings, talking points, and knowledge products;
Represent UN Women in UN coordination meetings in relation to rule of law (as requested).

4. Provide any other support as requested by the supervisor

Required Skills and Experience

Education:

Master’s degree or equivalent in law, and /or International human rights Law


Experience:

At least 5 years of experience at the national on working on rule of law and women’s human rights.
At least 5 years of experience in practicing law in Sudanese courts.
Experience in research is an asset.


Languages:

Fluency in English and Arabic is required;
Knowledge of the other UN official working language is an asset
