Background
GOAL is an international humanitarian response agency established in Ireland over forty years ago. Today, GOAL operates in thirteen main countries around the world and has been working in Sudan since 1985. Currently, GOAL works in North Darfur and South Kordofan states with our head office in Khartoum, providing integrated health, nutrition, WASH, and FSL programming to meet urgent humanitarian needs of the population and build capacity of agencies to respond.
Overall Objectives
In close coordination with the Program Development & Quality Coordinator, Programme Director, and Country Director, the MEAL Coordinator will:
- Ensure the effective implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across the country programme, with a specific focus on results-based management.
- Contribute to the overall planning and strategic direction of GOAL’s work in-country.
- Provide leadership, management, and technical support to the MEAL team.
- Lead MEAL design in programme development for new funding opportunities.
Key Responsibilities
The main responsibilities of the MEAL Coordinator includes support to senior staff by ensuring robust MEAL systems are implemented and effective in guiding the quality of programmes and delivery of interventions. The MEAL Coordinator will be the focal point for all aspects of MEAL for the country office and with key stakeholders. The MEAL Coordinator will also have oversight of the Management Information Systems (MIS) used within programming for MEAL purposes. The main MIS used within GOAL is CommCare for mobile data collection and storage, and Power BI for data analysis and reporting.
MEAL Leadership and Management
- Lead GOAL’s MEAL team to ensure activities are carried out in accordance with MEAL frameworks, plans, and budgets.
- Ensure MEAL frameworks and outputs provide the necessary information for results-based management.
- Provide capacity building, technical support, and training to MEAL colleagues, other programme staff, and national NGOs in partnership with GOAL
- Manage the recruitment process for new MEAL staff and performance manage MEAL staff.
- Support the development of theories of change and logical frameworks for all new proposals.
- Ensure required MEAL hardware and software, research projects, surveys, evaluations, and staffing are budgeted for.
MEAL Activities and Information
- Develop and maintain MEAL plans, data collection tools, and reporting mechanisms to ensure timely and quality routine programme monitoring takes place with the results used in management decisions.
- Coordinate, supervise, and review programme evaluations and research conducted internally and with external commissions.
- Ensure that data and reports within GOAL Sudan are analyzed and learning captured and used effectively in decision making and regular bulletins showing performance of the program
- Support development of donor proposals in collaboration with PQD Coordinator and Programme Director
- Working with programme teams and PQD Coordinator, ensure that donor reports are prepared in a quality, accurate, and timely manner
- Support the program team in grant opening, review and after-action review meetings
- Support program and PQD team in developing and sharing success stories, photos and other documentation of results, for sharing with donors and public
- Work with programme teams to prepare and submit other information and reports required by sector Clusters, government / ministry partners, and other partners in the humanitarian community
- Ensure the Accountability Framework is properly implemented, including having oversight of the Community Complaints and Response Mechanism, and escalating all serious complaints as per the set procedures and policies.
- Oversee and guide GOAL Sudan’s data management procedures in accordance with the data protection policy and best practice.
- Champion a learning strategy and approach across the programmes and within the country office, ensuring documented learning and best practice which is shared and used widely.
- Take lead in information and data management of the country program, including filing donor reports, proposals, awards, and other documents
- Support PQD Coordinator to oversee the GOAL Community Feedback Mechanism
- Oversee usage of the SCORE online reporting system, including monthly updating as well as analysis of indicator data
- Work with staff at GOAL HQ, providing access to data and sharing results when requested for strategic reporting.
- Provide technical advice on designing, building, training, and implementing MIS.
- Coordinate with Technical Coordinators and PQD to ensure timely submission and filing of internal weekly and monthly program reports
Other Duties

Requirements
Essential
- An undergraduate degree in social sciences, development studies, statistics, or similarly relevant discipline.
- A minimum of 4 years years practical working experience in MEAL, research or similar work in development or humanitarian context, including experience in a managerial capacity.
- Advanced knowledge of and demonstrated experience with MEAL methodologies, including quantitative and qualitative research, sampling, data analysis, and report writing.
- Excellent communication and facilitation skills with a wide range of audiences, able to translate complex information and technical detail into simple understandable language, and to develop relationships with key stakeholders.
- Capacity to design and maintain mobile data collection tools within ODK-based systems, ideally CommCare, and familiarity with digital data collection tools.
- Advanced computing skills for data management, analysis, and reporting, such as MS Excel and ideally Power BI or similar analytics platforms.
- Proven capability to design and conduct effective technical training.
- Experience of building, working within, and managing budgets.
- Ability to work under pressure and with minimum supervision.
- Good working knowledge of English, oral and written.
Desirable
- A postgraduate degree in social sciences, development studies, statistics, or similarly relevant discipline.
- Experience in using statistical software packages such as SPSS or R.
- Experience of relational database design and development such as using SQL.
- Familiarity in leading a team under challenging field conditions preferably in an international organization
- Knowledge of Sphere and Core Humanitarian Standards.
