Org. Setting and Reporting

This position is located in the Procurement Section of AU/UN Hybrid Operation in Darfur (UNAMID), El Fasher. The Procurement Officer reports to the Chief of Section, Procurement.

Responsibilities

Within delegated authority, the Procurement Officer will be responsible for the following duties:

• Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions;
• Manage a team of buyers, distribute workload and ensure timely and quality completion of case files through the provision of guidance and coaching to the team.
• Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle;
• Oversees preparation and distribution of solicitations and manages/conducts all aspects of bid/proposal evaluations;
• Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones;
• Participates in negotiations with senior supplier representatives; approves and signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized limit, prepares submissions to the Senior Procurement Officers or to the Contracts Committees for review and subsequent approval by the authorized official;
• Contributes to the identification of new technologies, and products/services, evaluates and recommends potential supply sources;
• Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;
• Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.;
• Provides guidance to, and may supervise, new/junior staff.

Education

High school or equivalent diploma is required. Relevant certification from the Chartered Institute of Procurement and Supply (CIPS) is desirable. Relevant certification in Supply Chain Management is desirable.

Work Experience

A minimum of five (5) years (with a relevant first-level university degree) or a minimum of ten (10) years (without a first-level degree) of progressively responsible experience in procurement, contract management, contract administration, logistics/supply chain management or related area is required.
At least two (2) years of direct procurement experience is required.
Work experience in international operations, international organizations, peace operations and/or governmental/military operations is desirable.
Experience with Enterprise Resource Planning (ERP) systems is desirable.
Experience in all phases of high-value procurement operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in spoken and written English is required. Knowledge of Arabic is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available until 30/09/2021 with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
