Org. Setting and Reporting
This position is in the African Union-United Nations Hybrid Operation in Darfur (UNAMID), and located in El Fasher, Darfur. The Chief Property Control and Inventory Unit will report to the Coordination Officer.
The incumbent will serve as the Chief of Property Control and Inventory Unit supervising and overseeing the work of the staff within the unit. The other responsibilities and duties of the Property Management Officer include:
• Provide advice to the Chief of the Section on all matters related to the policy and procedures governing the management of the United Nations Property; Contribute to the development of mission-specific standing operating procedures (SOPs) and other guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, DFS Directive on Property Management and specific guidelines and SOPs from Logistics Support Division; Act as the focal point for the Missions’ property management issues pertaining to control and reporting on assets.
• Ensure accountability and proper tracking mechanisms to conform to the organizational standards and goals; Analyze and monitor the effectiveness of execution of asset control procedures in the field mission; Lead the implementation of the annual physical verification programme; Monitor implementation of the key management actions and meeting the organizational targets in the discipline of property management; Identify and implement solutions to problematic areas of the asset control process; Ensure that an effective support organization for the inventory management system and internal controls for UN property is sustained; Act as focal point for the Galileo Inventory Management System; Ensure that the outputs produced by PCIU (such as Quarterly Property Management Performance Reports, IPSAS Financial Reports on P&E and Inventory) maintain high-quality standards and are clear and based on objective data to ensure compliance with UN standards and goals;
• Oversee activities related to reviewing and updating fixed assets register for additions and disposals, accumulated depreciation; Closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets; Preparing audit schedules relating to fixed assets, preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner auditors queries and/or recommendations; Ensure that activities related to maintaining fixed asset register including data entry or import of assets into the fixed asset register and review of supporting documentation are conducted timely and accurately; Ensure accuracy and completeness of fixed asset records including reconciliation of discrepancies; Undertake analysis for fixed assets on a regular basis and oversee the proper maintenance of financial records in accordance with IPSAS Policy Framework and related policies and procedures.
• Exercise managerial and supervisory control over the execution of functions carried out by PCIU; Develop Work plans for Property Control and Inventory Unit to ensure that Unit’s goals are met and continuous improvements and efficiencies in the usage of property and materials within the Mission are sustained; Assess requirements for training of staff working with the Galileo Inventory Management System / Fixed Assets Register, prepare inputs for the Mission’s budget, evaluate staff performance; assist the Coordination Officer in overseeing activities related to rectifying outstanding transactions in UMOJA; Deactivation of UN property in UMOJA; Shipment and transfers of assets to UNGSC and missions; Overseeing sales including overall write off and assets disposal; Assist others and provide expert opinions on issues related to sales, transfers, and disposal; Monitor assets reduction and disposal; Provide daily and weekly reports and statistics.
• Perform other duties as required.
• Professionalism: Proven knowledge of property management support services. Knowledge of IPSAS requirements in relation to fixed assets. • Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.
High School Diploma (or equivalent) is required. Technical or vocational certificate in at least one of the following areas is required: logistics, supply chain management, business administration and procurement.
- A minimum of ten (10) years of progressively responsible experience in supply chain management, logistics, procurement, administration or related area is required.
- Experience in providing logistics and supply chain services in a conflict or post conflict environment is desirable.
- Experience with MRP (Materials Requirements Planning) and/or ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component) or SRM (Supplier Relationship Management) or similar in support of scheduling, procurement, and/or logistics processes is desirable.
- The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.
- Direct experience with UNAMID is desirable.
French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; knowledge of the other is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is temporarily available until 31/12/2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
