DESCRIPTION OF DUTIES

The incumbent shall perform the following duties:

1.Review monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results.

2.Identify tools, and indicators for monitoring the implementation of projects and operations; and evaluate the health emergency preparedness response and recovery action plans and programmes at the regional level.

3.Ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators.

4.Conduct needs assessment; define training needs and brief local capacities on monitoring and evaluation of national health programmes as required.

5.Review the impact and effectiveness of responding to health emergencies at the regional and provincial levels and identify gaps.

6.Recommend capacities required to improve effectiveness and predictability in the preparedness and response within WHO and the health cluster partners.

7.Prepare background documents, concept papers, situation analysis, and monthly technical reports for assessment of the implementation of related programmes.

8.Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes.

9.Report related health emergencies activities; verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Information Management, Public Health ,Epidemiology, Health economics, international development, life sciences, publicor business administration.
Desirable: Advanced university degree (Masterslevel or above) in information management, public health, epidemiology, economics, international development, public or business administration from an accredited/recognized institute. Certified training in monitoring and evaluation.

Experience

Essential: At least two years of related experience in monitoring and evaluation projects, methodologies and tools, including experience in emergency operations or humanitarian context.
Desirable: Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Skills

Demonstrated knowledge of principles, disciplines and techniques to implement monitoring and evaluation strategies. Good research and documentation skills especially for ‘best practices’ in organizational change. Proven ability to make recommendations related to work-processing approaches and procedures which would lead to more efficient systems design. Advanced ability to gather, analyse and disseminate information on best practice in accountability and results-based management systems.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 41,710 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
