Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Sudan based in Khartoum. The incumbent operates under the direct supervision and guidance of the Head of the Country Office in Sudan.
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties:
HUMAN RESOURCES MANAGEMENT:
• Provides advice and support to managers and staff on human resources-related matters with emphasis on ERP Umoja.
• Defines conditions of service, duties, responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Is responsible for all issues related to post-management for the Sudan Country Office.Keeps abreast of developments in various areas of human resources.
• Coordinates with client offices, the Human Resources division and Finance division in Geneva
BUDGET AND FINANCE:
• Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
• Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan.
• Coordinates the production of programme reports.
• Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
• Develops procedures and implements same to ensure that accounting and financial management controls are consistent with UN policy and practice.
• Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
• Provides guidance and leadership to more junior staff.
GENERAL ADMINISTRATION:
• Provides overall administrative assistance to the Head of office for the preparation, conduct and follow up on all field missions and supports the planning and organization of the Sudan Country Office.
• Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
• Reviews adequacy of departmental space requirements.
• Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
• Performs other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
Out of the five years, at least two (2) years of experience in human resources in the United Nations common system, or similar international organization, is desirable
Experience in an SAP or ERP system in the area of human resources management is desirable.
Experience working on rapid deployments or start-up recruitments is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, (both oral and written) is required; knowledge of Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
