SUMMARY:

The projects will be implemented in North Darfur in three IDP camps. The HSS coordinator will provide technically leadership to the project team for quality and successful implementation of International Agency for Cooperation in Sudan (IACS) funded project in North Darfur, Sudan.

The position role involves overseeing and supporting the Health (PHC), Nutrition (CMAM & IYCF), WASH activities and Construction/ rehabilitation work.  Key aspects of the role include project and budget management, monitoring of project activities as per the LGF, partnership management, planning, reporting and representation of RI in the state.

This position is based full-time in North Darfur, with extensive travel to project sites. The HSS Coordinator will work in collaboration with the following coordinators (Health, Nutrition, WASH, MEAL and Grant & Compliance) who will play advisor roles. She/ He will supervise the Health Manager and Construction Supervisor and will have a technical team consisted of Roving Medical Doctor, Roving Nutrition Supervisor, Nutrition data Officer, Midwife supervisor, and Roving EPI supervisor.  

The post holder will report to the DCD Program and will inform the DCD- Programs and the Area Manager of any potential internal and external risks that may compromise the quality of programmes and help mitigate them.

ESSENTIAL JOB FUNCTIONS:

Roles & Responsibilities:

Project Management

  • Oversee the overall implementation of the AICS  Health, Nutrition and WASH projects in North Darfur in line with approved proposal documents, the donor’s  and  RI’s policies, and in accordance with international standards i.e., Sphere and HAP standards
  • Lead the scheduling and planning of the monthly project work plans, spending plans, budget reviews at the field level
  • Overall financial management and execution to monitor the project budget in consultations with the managers, officers and supervisors, and finance team.
  • Attend monthly BVA meeting and bi- weekly catch meetings with the DCD – Programs.   
  • Responsible for the development and submission of monthly, quarterly, bi-annual, and annual projects reports to the MEAL Coordinator and   Grants Coordinator for review and DCD programs for final review and sharing the final report with the donor.
  • Liaise with the Grants Coordinator, Finance Manager to the file the project documents for the active grant and partnership files.
  • Conduct visits to the supported project sites (health/ nutrition facilities and construction sites) and ensure quality project implementation, identify issues and provide solutions/ corrective measures.  

Partnership Management

  • Ensure program compliance including with implementing partner on award policies and procedures.
  • Manage implementing partners and coordinate on the program implementation, reporting with the partners.
  • Monitor and evaluate project partner’s activities, output and outcomes.
  • Build and maintain effective relationships with project partners.
  • Guide the project partner (a local NGO) and strengthen their capacity through close collaboration, open communication, and capacity building.
  • Provide regular feedback and updates on current or potential partner programming to the DCD-Program and Grants & Compliance Coordinator.
  • Attend health and nutrition cluster, and other coordination meetings physically in the state.
  • Attend health virtually health & nutrition coordination meetings held at national level.

Staff Management

  • Line-manage the Sector Manager (s) Officers (s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc.
  • Build capacity of project staff through formal training and mentorship/ coaching.
  • Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback.
  • Provide staff coaching and technical supervision to develop ownership / responsibility for Health and Nutrition activities.

Communication and Coordination

  • Maintain appropriate, regular, transparent and supportive communication with RI team, local authorities, including SMOH, and UN agencies technical sections.

Logistics

  • Liaise, as necessary, with the Programs, procurement and supply chain, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

The HSS Coordinator shall carry out any other tasks as assigned by the DCD of programs.

QUALIFICATIONS AND EXPERIENCE

  • Strong management and communication skills. Teamwork spirit, community participation, capacity building,
  • Bachelor of Human Medicine, or Bachelor in Nursing or Bachelor in Nutrition & Dietetics.
  • Master’s degree in Public Health, or in Human Nutrition, or M&E or Project Management.  Post Graduate Diploma  and vast experience  in sexual and reproductive health will be a plus
  • Minimum 8 years of demonstrated experience in the Health and Nutrition sector in international organizational organization and emergency and/ or development context.
  • Experience in capacity building of staff.
  • Understanding of development issues in the Health and Nutrition sector, relevant policies and frameworks
  • Understanding of community development
  • Strong knowledge in planning, implementing, monitoring and evaluating projects
  • Understanding of participatory methodologies
  • Experienced writer, with skills in report writing and proofreading & copy editing.
  • Good communication skills; fluent English is required
  • Understanding of local civil society organizations development
  • Understanding of integrated development issues and critical analysis of child poverty
