The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.
UNDSS facilitates the operations of United Nations agencies, funds, programmes, organizations, and its implementing partners in Sudan through the delivery of security and safety services. UNDSS Headquarters is located in New York. The Department has operations in more than one hundred countries.
Under the overall guidance and supervision of the Chief Security Adviser (CSA) or the Deputy Security Adviser (DSA), the RSOC Supervisor will collate all Security related incidents reports impacting on the safety and security of UNSMS personnel including dependents, premises or operations. These reports could be a result of either Political unrest, terrorism, natural disasters, and pandemics leading to crisis situations. Though such events cannot be completely prevented, with effective contingency planning may substantially lessen the loss of life, serious injuries, and damage to UN property RSOC will be a mitigating measure.
The Remote Security Operational Center/Radio Room (RSOC) is part of UN security system, and therefore is to provide the services required under SRM recommendations and Area Security Plans among others..
The global UN Telecommunications Security Standards service (TESS+) on behalf of the Emergency Telecoms Cluster (ETC) and the Technical Advisory Group of the Interagency Security Management Network (IASMN-TAG); as per mandate of UNDSS agreed and proposal was made in collaboration with the local ICT team, UNDSS, and interagency partners to create RSOC for Sudan.
Duties and Responsibilities
The primary responsibility of the UNDSS RSOC Supervisor is to minimize the risk of the UNSMS operating in hazardous areas and conditions and to implemented area Security Risk Management Measures (SRMM) in all Security Areas. Under the supervision of the Khartoum FSCO, the Supervisor will as well perform daily duty including providing a quick response at the radio room in case of an emergency.
The incumbent will be based in Khartoum, with regular travel to all RSOC location throughout Sudan.
Responsibilities:
- The RSOC Supervisor will work under the administrative supervision of the Chief Security Adviser or his deputy, and the FSCO for Khartoum.
- Supervise the Operation of VHF and HF radio network and receive/dispatch and relay messages as required
- Distribute and respond by a variety of means – e-mail, fax – and log accurately all incoming/outgoing radio/fax messages to concerned personnel.
- Supervise and advise all concerned staff members of important incoming radio messages.
- Maintain properly all radio networks, communication equipment at user level reporting problems in a timely manner to relevant staff.
- Professionally operate, and communicate using UN standard telecommunications facilities
- Implement standard UN Callsign systems, vehicle tracking procedures and Standard Operating Procedures at all WFP radio rooms.
- Maintain regular communications with staff in the field and HQ, utilizing HF / VHF / Sat phone or any other forms of telecommunication equipment and available tools.
- Keep a detailed log of all radio traffic, telephone and fax messages that pass through the radio room
- Respond to all calls, whether on radio or telephone, promptly and efficiently
- Analyze the communication requirements, recommend new systems and/or enhancements in the functionality of the existing systems
- Ensure radio rooms are equipped with appropriate up to date documentation,
- Provide basic technical support for communications equipment in the field,
- Train UN’s implementing partners on a per need basis and as time permits,
- Work closely with other agencies telecoms services,
- Provide clear reports on all Roster, staff list, Sat Phone list, Radio coverage as well as all of the above
- Perform other related duties as required.
Impact of Results:
The key results have an impact on the accurate and timely implementation of the overall UN security programme at the country level in a difficult, hazardous, and extreme conditions where staff are frequently subjected to security related incidents.

Required Skills and Experience
Education:
- High school certificate
- Certificate in radio Telecommunication added value Certification or country-specific licensure.
- Skilled in MS Word and Excel and Lotus Email software
- An excellent command of English, with a proven ability to train individuals and groups.
Experience:
- A minimum of 6 years’ experience working in the field of radio room operations,
- A knowledge of land, mobile and aeronautical international radio procedures,
- Courtesy, tact, and the ability to establish and maintain effective working relations with people of different cultural backgrounds. User oriented and conversant, yet persistent.
- Excellent knowledge of Codon HF, and Motorola VHF systems, knowledge of Selective calling and SELV, and programming of the same.
- Previous UN experience would be an advantage.
Language Requirements:
Fluency in the English and Arabic is required.
