UNDSS Sudan is supporting the UN Agencies and International Non-Governmental organizations (INGOs) and International Organisations (IOs) so as to enable them to conduct their operations in the safest way possible. To address the need to improve the safety and security of UN and INGOs/IOs personnel, UNDSS, Sudan is planning to recruit (3) Field Security Associates (FSAs) based in El Obeid, Port Sudan and Zalingei to assist in providing security support and services to UN and INGOs/IOs Personnel. Under the overall guidance and supervision of the Field Security Coordination Officer (FSCO), the Field Security Associates will assist in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.

The positions are locally administered by UNDP but financed by the United Nations Department of Safety and Security (UNDSS) from local cost shared security budget (LCSSB). The duration of the positions is through December 2022. The contracts may be extended subject to the availability of funds, satisfactory

performance and a continuing need for the posts.

Duties and Responsibilities

Summary of Key Functions:

  • Assists FSCO in collecting, updating and communicating information regarding the security situation in the country/region of assignment.
  • Assists in maintaining the Security Plan, including updating staff lists.
  • Supports the FSCO with the assessment of Security Risk Management (SRM) Measures for the duty station.
  • Assists in reporting security incidents affecting UN and INGO/IOs personnel, offices and assets.
  • Organizes and delivers training courses on security awareness and preparedness.
  • Assists in ensuring Residential Security Measures (RSM) and Facility Safety and Security Survey- FSSS and security preparedness.
  • Provides general administrative assistance to the FSCO.
  • Performs any other duties as assigned.
  1. Assists the FSCO in collecting, updating and communicating information regarding the security situation in the country:
  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation.
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the FSCO.
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the FSCO, as required.
  • Maintains regular contacts with Security Focal Points of UN agencies.  Provide technical assistance at ASMT/SMT meetings when required.
  1. Assists in maintaining the Security Plan, including updating staff lists:
  • Helps in the preparation and review of the UN Security Plan.
  • Supports actions during the implementation of the Security Plan, as required.
  1. Assists the FSCO in monitoring compliance of SRM Measures established for the duty station.
  2. Assists in reporting security incidents affecting UN and INGOs/IOs personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, and other Security Assessments.
  3. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
  4. Performs other security-related tasks assigned by the FSCO:
  • Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN/ INGOs/ IOs personnel, as well as on latest trends and threats to staff safety and security.
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences.
  • Administers a pass and ID system.
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.
  1. Provides general administrative assistance to the FSCO:
  • Maintains routine and confidential correspondence files/documents.
  • Maintains a database on contact details in relation to host country security authorities.
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.

Required Skills and Experience


Education:

Secondary education. University Degree desirable, but it is not a requirement.

Experience:

A minimum 6 years of experience in security, preferably in the military or police context or related field of work is required. Prior experience with the UN system or an international NGO is desirable.

Language Requirements:

Fluency in the English and Arabic is required.
