Background

Background and Project Description:

The UN General Assembly has agreed to convene an international meeting entitled “Stockholm+50: a healthy planet for the prosperity of all – our responsibility, our opportunity”, in Stockholm on 2 and 3 June 2022, during the week of World Environment Day. The meeting will commemorate the 50 years since the convening of the UN Conference on the Human Environment. It is also designed to help accelerate the implementation of the Sustainable Development Goals during the Decade of Action including through a sustainable recovery from the COVID-19 pandemic. The Government of Sweden will host the meeting with the support of the Government of Kenya. The meeting will mutually reinforce the commemoration of the fiftieth anniversary of the creation of the UN Environment Programme, UNEP@50.

The international meeting and its preparation will provide for the effective participation of all States Members of the United Nations and UN specialized agencies and parties to the multilateral environment agreements with participation encouraged at the highest possible level. The international meeting will comprise an opening segment including a commemorative moment dedicated to the United Nations Conference on the Human Environment held in Stockholm in 1972, as well as four plenary meetings, three leadership dialogues, and a closing segment.

The leadership dialogues will be designed to be collaborative and multi-stakeholder with a focus on recommendations that contribute to the environmental dimension of sustainable development to accelerate the implementation of commitments in the context of the decade of action and delivery for sustainable development, including a sustainable recovery from the COVID-19 pandemic. They will address the following themes:

Leadership dialogue 1: Reflecting on the urgent need for actions to achieve a healthy planet and prosperity of all;

Leadership dialogue 2: Achieving a sustainable and inclusive recovery from the coronavirus disease (COVID-19) pandemic; and

Leadership dialogue 3: Accelerating the implementation of the environmental dimension of sustainable development in the context of the decade of action.

All relevant major stakeholder groups, including women, youth, older persons, persons with disabilities, indigenous peoples and local communities, as well as other representatives from civil society and the private sector are encouraged to contribute to the discussions of the international meeting and its preparation through consultations at global, regional, and national levels.

The objective of the national consultations is to stimulate an inclusive whole-of-society and whole-of-government dialogue on the main themes of Stockhom+50 as they relate to each national context. The consultations will provide in-person and virtual platforms for ideas, insights, and innovation that:

  • Build a shared global vision on how to achieve a healthy planet and prosperity for all while accelerating progress on the Sustainable Development Goals and Multilateral Environment Agreements through an inclusive green recovery;
  • Offer clear recommendations for governments, civil society and private sector on priority actions, address climate change and leverage nature-based solutions including NDCs.

Duties and Responsibilities

The Management Consultant will be responsible for delivering the following tasks:

  • Initial planning and coordination to define the initial consultations’ structure
  • Prepare the consultation agenda, data and communication strategy
  • Lunch of national consultations including Save-the -date, invitation, sharing of background information including on NDCs and other relevant policy frameworks; and population of SparkBlue virtual consultation space
  • Main in person/live/streamed consultations over 1-3 day period or undergoing post consultation
  • Ongoing post consultation, online discussion on SparkBlue virtual platform; Documentation and reporting on the results of the consultations;
  • Ongoing communications and post conference follow up
  • Ensure deliverables by the Gender Expert and BD/CC expert are timely delivered and in qulaity


Results/Expected Output:

  • National consultations successfully planned promoted and organized in close collaboration with UN Environment and national and International stakeholder groups
  • significant and useful knowledge gathered by reviewing key development policies and shared to inform global Stockholm+50 meeting while ensuring gender considerations are taken care of.

Institutional Arrangements

The Management Consultant will have direct contact with the Access to Energy, Environment, and climate change portfolio of UNDP Sudan and the Environment and Climate Change Advisor of UNDP. The consultant will ensure the timely and efficient implementation of the S+50 plan and will avail the required data and reports as per the agreed timelines in the plan, while ensuring that deliverables by the other two national consultants are timely delivered and of quality. The Management Consultant will also ensure that SparkBlue virtual platform is updated as appropriate.

Duration of the Work

The total duration of this consultancy will be 60 working days, spread over a period of 7 months, starting from the date of signing this contract up to 30 Nov 2022. The Management Consultant should ensure that the above deliverables for the S+50 Global meeting in Sweden, which is scheduled 2-3 June 2022, are accomplished before end of May 2022, as per the table above.

Duty Station

Duty station for this assignment is Khartoum. The assignment also may involves travel to the states which will be identified in consultation with the Team leader of the Access to Energy, Environment and Climate Change Portfolio. UNDP will pay the DSA according to the actual travel conducted.

Qualifications and Experiences:

Advanced degree in environmental, social sciences or similar development-related fields.

  • At least 15 years of professional experience in conducting research and analysis in the area of environment and at least one other related theme, including climate change, and/or sustainable development.
  • Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations.
  • Demonstrated experience in designing and facilitating capacity building processes in environment related issues.
  • Excellent written and communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality technical reports.
  • Proven competency and experience in internet and social networking tools (i.e. Facebook, Twitter and YouTube, etc.) and ability to use standard computer applications

Criteria for Selection of the Best Offer

The offers received from the candidates will be evaluated using combined scoring method. The combined scoring method assesses the offers with technical merits of the proposals – where the qualifications and methodology will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%.

The price proposals of candidates obtaining 49 points and above (or 70% and above) will only be technically qualified; then their price proposals will be reviewed and compared for the assessment of overall ranking of the proposals. Those obtaining lower than 49 points (or lesser than 70%) will be technically non-responsive proposals; price proposals of such candidate will not be compared.

Assessment of the Price Proposals (30 Points) or 30%

  • The lowest priced bid from among the technically qualified Offerors will obtain the full marks of 30 points in the price proposal. Price proposals of remaining qualified bidders will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a Bidder = Lowest Priced Bid (amount) / Bid of the Offeror (amount) X 30 (Full Marks)

Award of the Contract/Award Criteria:

The contract will be awarded to the candidate (bidder) whose proposal obtains the highest cumulative marks (points) when the marks obtained in technical and price proposals are aggregated together.

Period

The framework agreement would cover a period beginning (22 April 2022 to) and ending (30 Nov 2022). UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Expected Deliverables and Schedule of Payments:

The deliverable should be submitted in soft copy via e-mail to the Leader of the Access to Energy, Environment and climate change portfolio of UNDP.
