The position is in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The position is based in Khartoum and is located in the Office of Supply Chain and Service Delivery, Mission Support Centre. The incumbent will directly report to the Fuel Officer.


Within the delegated authority, the Fuel Assistant will be responsible for the following duties:

• Operate the fuel pump/dispenser equipment on the ground fuel truck/fuel point and receive/issue fuel.
• Keep accurate records of all receipts and issues of fuel products on a daily, weekly and monthly basis.
• Measure and report stock levels of all fuels in tanks and fuel trucks by tank dips and meter readings.
• Compile daily, weekly and monthly fuel balance sheets.
• Ensure safety procedures are followed in operating the fuel trucks/fuel point refuelling equipment.
• Ensure fuel is issued only to authorized personnel/equipment in accordance with mission regulations.
• Report all anomalies in fuel consumption to the supervisor immediately.
• Implement the Standard Operating Procedure (SOP) on fuel quality control procedures.
• Ensure daily testing of aviation fuels and ground fuels as per ASTM, API, IE and other international test methods.
• Keep computerized records of all quality control tests conducted in the mission.
• Prepare periodic reports on quality assurance issues.
• Refuel mission and other authorized aircrafts as per the order document.
• Monitor and report stock levels of aviation fuel from refuelled tank dips and meter readings.
• Placing orders to vendors and coordinate receipt/issue of Petroleum Oils and Lubricants (POL) from vendors to delivery points.
• Review and maintain all invoice and accounts records.
• Supervise collation and Data Entry of information into required databases.
• Any other related duties as may be required.
• Completes the R&I (Receiving and Inspection) process.
• Monitors Mission strategic and local reserves regularly to ensure maintaining adequate levels at all times.
• Analyses product test results and verifies the quality of POL is within the limit as set up in the standard.
• Prepares preventive maintenance schedule and analyse operation of equipment to forecast future requirement.
• Coordinates and manages contract operations.
• Resolves any contractual issues.
• Monitors and reports contract performance to ensure compliance with contractual Key Performance Indicators (KPI), schedules and cost objectives.
• Performs other duties as required.


Education: High school diploma or equivalent is required.
Work Experience:
A minimum of five (5) years of progressively responsible experience in the field of fuel management.
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is required.


Professionalism: Detailed practical and theoretical knowledge of internationally accepted fuel operations and management standards with a good understanding of field support operations, programme/contract execution and administration; a thorough understanding of inventory policies, practices and procedures; proven analytical skills, including the ability to research and analyse data and develop recommendations; effective skills in raising, assigning and following up on project schedules and work orders; demonstrated ability to determine work required and assign the same correctly according to skills capability of available staff; ability to obtain information, clarification and agreement on specification to requirements;
proven ability to grasp complex concepts; logical analytical approach to solving problems using sound judgment and decision-making methodologies; discretion and sound judgment of applying expertise to complex and/or sensitive issues that are typically broad in scope; good understanding of fuel pricing methodologies and the use of price benchmarks such as Platts; good understanding of the contracting process, including ability to develop Statements of Work; good negotiating skills and the ability
to influence others to reach an agreement. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than
