COOPI is looking for a Project Manager in Sudan

COOPI has been present in Sudan since 2004. The recent history of Sudan is marked by strong disorders and violence, expressions of a civil war that on several occasions has shaken the country since its independence. 
Since 2019, COOPI’s interventions focused in the Kassala region that for a long time has been the scene of armed clashes and particularly hit by periods of severe drought. Furthermore, following the civil war in nearby Ethiopian region of Tigray, thousands of people fled through the border in search of protection. This made COOPI in front line organizing first field assessment and emergency support.
This crisis is expected to move from Ethiopia a large number of refugees, probably up to 200.000 (UNHCR estimation) with a perspective of a medium long emergency response intervention in Kassala and Gedaref. To allow the management of these activities and to ensure access to basic services for the hosting population and refugees, different interventions are going to be carried out, in the field of water-hygienefood security and camp management.

Purpose of the role

The Project Manager is responsible for the implementation of the related project planning, control and quality management technics required to implement the same project (LF, chronogram, deadlines, indicators and results).

Project management

  • Coordinate and directly supervise the project, guaranteeing its correct implementation in conformity with contractual obligations and donors’ procedures, and in line with the COOPI’s procedures and management standards;
  • Ensure the comply of COOPI values and standards to achieve quality and accountability in the implementation of the assigned project;
  • Develop Project start up plans in consultation with Project staff, line management and local partners;
  • Following project initiation, develop regular (monthly) implementation plans and reports;
  • Represent COOPI in related working groups and other meetings with national, local and international actors in the assigned geographical area;
  • Organize regular field/onsite visits to ensure technical support to the staff and proper monitoring of the activities’ implementation.

Financial/Asset Management

  • Use established project financial management and monitoring systems according to COOPI policies and procedures;
  • Authorise all necessary Project expenditure within COOPI “Limits of Authority” table and ensure that Project expenses are kept to a minimum consistent with sound administrative and financial practices;
  • Ensure that Project suppliers and locally salaried staff are paid promptly and adequately through liaison with Country Office finance staff;
  • Check monthly Project financial report for accuracy and appropriateness;
  • Regularly discuss with Finance Manager concerning financial reporting issues, errors, trends, payment delays and related matters;
  • Review expenditure projections to ensure that expenditure stays within budget;
  • Coordinate with the Logistics department to ensure that all assets purchased by or provided to the Project staff are regularly recorded in an asset register and monitor the correct use of the assigned assets to project staff.


  • Coordinate the procurement process with the Logistician in Khartoum as needed and ensure all logistics needs are delivered in a timely manner;
  • Manage all procurement processes in accordance with COOPI policies and procedures, in a transparent, accountable, efficient and cost effective manner;
  • Ensure that all procurements are tracked and recorded appropriately to guarantee accountability to the donor;
  • Oversee collecting quotations for all supplies;
  • Ensure anti corruption focus in procedures and trainings;
  • Establish filing systems/archives according to COOPI standards in all offices;
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers.

Staff management

  • Is responsible for the local project staff management and training, for the area of competence, in close cooperation with the relative functions at Country Coordination level;
  • Coordinate the expatriate staff, monitor their activities, and participate to the staff evaluation, together with the Head of Mission.

Monitoring and Reporting

  • Coordinate with the MEAL team regarding the assigned monitoring and reporting tasks ensuring that the project staff will provide timely monitoring data report according to COOPI procedures and standards;
  • Is responsible for the preparation of projects’ reports and all monitoring documents requested by the coordination;
  • Assist line management to meet all required reporting deadlines both narrative and financial promptly.


Experience / Education

  • University degree in a relevant subject;
  • Over 3 years of relevant work experience in humanitarian organization in a field position managing Emergency programming;
  • Proved competence  in project management including planning, monitoring, coordination, and information management;
  • Experience in working with the donor of the project and Country Humanitarian Funds;
  • Expertise in cash voucher assistance and community driven approach in the sector of WASH, Shelter, NFIs and other complementary sectors;
  • Good knowledge of humanitarian standard and background (ex. CORE, Sphere standard);
  • Understand of international standards in humanitarian protection and accountability;
  • Good report writing skills;
  • English mandatory (excellent level written and spoken);
  • Advanced IT skills. Computer proficiency in MS Excel is mandatory. Proficiency in MS Word, Power Point, database, spreadsheet and graphics presentations;
  • Previous experience in the Region and Sudan is an asset.

  • Proactive aptitude in terms of planning and coordination with different bodies, institutions and Reference Points;
  • Target oriented and problem-solving aptitude;
  • Good leadership skills, aimed at managing and motivating a team;
  • Positive ability to bear stressful and complicated situations;
  • Diplomatic and confidentiality skills.
