Org. Setting and Reporting
The position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilisation of economic and development assistance and coordination of humanitarian assistance.
The position is based in Khartoum. Within the delegated authority, the incumbent will report to the Chief of Unit, Service Delivery.
Responsibilities
Within the limits of delegated authority, the Engineer will be responsible for performing the following duties:
Operations
• Coordinates specific projects with other units within the section.
• Coordinates with engineers and other civilian or military specialists in the mission to agree on work requirements and priorities.
• Manages a team of tradesmen, national and international junior staff.
• Plans, directs, and coordinates activities of either UN staff and/or contractor’s staff, including outsourcing type of contracts, and all related administrative work and supervision of personnel.
• Supervises installation of various engineering equipment according to applicable standards.
• Makes impromptu decisions pertaining to alterations or variances at construction and maintenance sites.
• Oversees and evaluates works performed by contractors.
• Manages and controls engineering assets at the work site.
Administration
• Carries out technical assessments of existing buildings, infrastructure.
• Assists in preparation of budget estimates for future human resources, equipment, materials, supplies and contractual services relating to specific engineering activities.
• Determines materials, dimensions and quantities to be included in project specifications.
• Develops statements of work for contractual services.
• Assists in technical evaluation of bids and proposals for various projects, equipment, materials or spare parts.
• Plans and designs specifications for specific area of expertise projects, equipment, materials or spare parts.
• Produces cost estimates for construction, repairs and maintenance in specific area of expertise.
Management and report
• Oversees technical and administrative work in the technical and general engineering activities in the missions, related to construction/installation and/or maintenance.
• Manages budget allotments for engineering projects under his/her supervision.
• Approves and follows up work orders for engineering works.
• Liaises in coordination with a Chief Engineer regularly and with Security and Safety.
Environmental, Health and Logistics Services
• Monitors and reports on progress of engineering projects.
• Performs other duties as required.

Education
- High school diploma or equivalent is required.
- Technical or vocational certificate/diploma in Civil Engineering Technology, construction, project management or in a relevant engineering discipline is desirable.
- Recognized and valid License in one of the trades (carpentry, plumbing, welding, or similar) is highly desirable.
Work Experience
- A minimum of ten (10) years of relevant experience in the field of engineering and construction including a minimum of four years of supervisory responsibility is required.
- Experience in renovation and refurbishment of premises including installation of HVAC system, power and water supply and sanitation is required.
- Proficiency in MS projects for better planning of project for effective monitoring of timelines, resource utilisation and output/ deliverables is desirable.
- Ability to handle and advise field offices on safe disposal of hazardous and non-hazardous wastes generated from residential facilities and construction sites is desirable.
- Experience in area of work both outside and in the UN Field Service is desirable.
- Experience in international operations in a post conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of the other is desirable.
Assessment
Evaluation of qualified candidates may include a UN competency based informal interview.
