BACKGROUND

The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support, and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

UNDSS facilitates the operations of United Nations agencies, funds, programmes, organizations, and its implementing partners in Sudan through the delivery of security and safety services. UNDSS Headquarters is located in New York. The Department has operations in more than one hundred countries.

DUTIES & RESPONSIBILITIES

Under the overall guidance and supervision of the Chief Security Advisor (CSA) or the Deputy Security Adviser (DSA), in the absence of the CSA and under the technical advice of the CISMU unit in UNDSS HQ, the Stress Counsellor will assist all UN Entities in stress-related issues and in managing the stress-related part of Critical Incidents in Sudan.

Key duties and accountabilities include: 

Sustainable stress management system:

  • The primary responsibility of the UNDSS CISMU Stress Counsellor will be to develop a sustainable stress management system, provide psychosocial support services to UN staff in Sudan, and improve the critical incident stress management preparedness of the UN security system in cases of emergencies.
  • The Stress Counsellor will have responsibility for the administration of a wide range of stress management activities, including contingency planning related to the impending referendum and implementation of the UNDSS CISMU standard operational procedure on critical incident stress.
  • Assist in the development and implementation of a stress management programme for the UN Offices in the country.
  • Provide individual and group counseling to the staff as needed.

Indirect clinical work:

  • Collaborate with the Medical, Conduct, Gender, and HR Sections by providing supportive intervention on individual cases upon request.

Training services:

  • Provide preventative stress management, and other relevant training, on stress-related issues.
  • Facilitate greater use of Peer Support within the organization through the establishment, training, and empowerment of Peer Helpers by delivery of Peer Helper Skills training and networking as well as promoting a cadre of Peer Helpers.
  • Liaise with other UN agencies and available local institutions to provide training to educate and sensitize staff on the following: Understanding and coping with trauma, critical incidents stress, vicarious trauma, and chronic stress; Conflict resolution and communication skills; Self-care strategies to promote personal well-being and resilience, multi- and cross-cultural sensitization.
  • Train core group staff members to act as peer counselors, these counselors will be responsible for preventative activities such as coordinating and implementing a stress management training programme in Sudan.
  • Develop fact sheets, pamphlets, and resource manuals for distribution to staff.
  • Identify and document potential referral partners able to provide additional psychosocial support and service to national and international staff.

Administrative services:

  • Compile reports, analyses, and documentation to Head of Office including but not limited to, data collection including compiling daily, weekly, and monthly statistics regarding all activities, participation in events, and contacts with staff members.
  • Perform other related duties as may be required.

  • Ability and certified qualification to provide psychological counseling services to teams and individual personnel

  • Knowledge of OSHW concepts and methods and the ability to apply them in the development of the OSHW strategies, policies, management systems, and quality standards that are consistent with the business strategy. Ability to identity OSHW risks and develop mitigation strategies and monitoring systems; to create OSHW incident reporting and response systems; understand the key workplace stressors and ability to design effective response measures

QUALIFICATIONS

Education:

  • Advanced university degree (Masters) in psycho-educational studies, psychology, psychiatry, clinical social work, or other related mental health professions.
  • Certification or country-specific licensure authorizing the incumbent to deliver mental health services.

Experience, Knowledge, and Skills:

  • Minimum of 5 years of professional experience in psychological counseling with special emphasis on critical incident stress.
  • Additional training or experience in a broad range of related fields, such as alcohol/substance abuse, stress management, critical incident stress, and cross-cultural communication would be an asset.
  • Experience with the United Nations is desirable.
  • Proficiency in oral and written English 
  • Knowledge of Arabic will be an asset.
