The unfolding political situation in Sudan requires in the immediate, medium- and long-term measures to support the country during the transitional period and beyond to ensure an orderly and peaceful transition to democratic governance. These priorities include inter alia: Protection of Civilan; Constitution making; capacity building of Rule of Law institutions: RoL/legal reform; Anti-corruption; Transitional justice; Local Governance; Planning and Public Expenditure Management and Oversight; Huma rights; Security Sector Reform (SSR); Peacebuilding and Reconciliation; Youth, CSOs and Gender Empowerment; and Economic Reform/Economic Development.
Duties and Responsibilities
UNDP seeks to recruit National Protection of civilian & Rule of Law Officer charged with the responsibility of design and implementation of the UNDP transitional priorities in Protection of civilians, Rule of Law and Human Rights.
S/he will assist in formulation, management and monitoring of programme and project activities. The incumbent will assist in the analysis of political, social and economic trends and provide Policy advice services in the assigned thematic area, and coordination of project activities.S/he will work in close collaboration with the operations team, programme staff, Government officials, technical advisors and experts, donors and civil society by ensuring successful UNDP programme implementation. Assist in identification of emerging opportunities for resource mobilization with external donors and trust funds as they relate to the assigned thematic area and provide inputs for the development of internal and external knowledge networks of practice.
Summary of Key Functions:
- Identification of areas for support and interventions within the thematic/sectoral areas assigned especially in the areas of women’s empowerment, human rights, youth, participation and democratic representation, access to justice, conflict resolution, transparency and anti-corruption, citizen security, and decentralization as well as the identification of new innovative technologies and policies to overcome these challenges.
- Implementation of programme strategies.
- Contribute to the creation of strategic partnerships and implementation of the resource mobilization strategy.
- Work in an integrated manner with UNITAMS Rule of Law and in close cooperation with relevant UN partners and assist in ensuring coordination and synergies with other projects and programmes in line with the humanitarian-development-peacebuilding nexus approach.
- Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions and recommending appropriate implementation modality. Coordination of programme implementation with the responsible agencies. Introduction of performance indicators/ success criteria, cost recovery, targets, and milestones.
- Supports mobilization of resources in support of new project proposals to be designed under his/her portfolio as well as other regional initiatives in Protection of Civilian Governance, Rule of Law, and Human Rights
- Participate in dialogue with Sudanese public institutions, civil societies, and criminal justice institutions to expand knowledge and understanding of relevant legislation in support of programme initiatives.

Required Skills and Experience
Education:
Master’s degree or Bachelor’s degree or equivalent in law, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field
Experience:
- 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring, and evaluation of development projects or 4 years of relevant work experience for B.Sc holders
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
Required skills | Practitioner knowledge and proven practical experience in developing and implementing strategies supporting access to justice and the rule of law, as well as in capacity building of Human Rights institutions is required. |
