Data Management Associate

Organizational Setting and Work Relationships

The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

  • Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
  • Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
  • Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
  • May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
  • Archive and backup database systems; ensure security of databases; perform database administrator functions.
  • Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
  • Ensure that the clients’ databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
  • May be required to support registration activities including ProGres technical support and on-site assistance.
  • May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
  • Develop forms and tools for data collection and analysis.
  • Have access to relevant data and records.
  • Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

Field(s) of Education

Bachelor¿s Degree in Computer Science or Information Communication and Technology or Information Systems related*.

Operational Context

The political context in Sudan remains complex, diverse, and fast-changing necessitating high levels of political sensitivity and solid coordination and communication skills. The operations in Sudan includes emergency response, regular refugee programmes, IDP support (emergency, durable solutions), voluntary repatriation, statelessness, mixed movements, and special projects such as for example peacebuilding support funded by the UN Peacebuilding Fund. UNHCR Representation in Sudan has presence in five main regions of Darfur, Kordofan, East Sudan, White Nile, Blue Nile and Khartoum. The Representation Office in Khartoum provides the overall strategic guidance and implementation of the operations, security, policies, and liaison with key Government stakeholders, donor communities, UNAMID/UNITAMS, UNCT/HCT and NGO partners. The Representation Office in Khartoum provides an oversight of activities in Sudan being supported by 15 offices; four Sub Offices, eight Field Offices and three Field Units.

Under the direct supervision of the Operational Data Management Officer, and in close coordination and cooperation with field offices across Sudan, the incumbent will be based in Khartoum and will fulfil UNHCRs mandate and associated obligations. The Data Management Associate is expected to assist in the design, development, implementation and technical support of various software tools that collect, store and process population data in line with data protection policies and standards. Additionally, assist in analyzing and generating statistical automated dashboards reports tracking population activity internally and external to partners and stakeholders.

The incumbent will also be expected to provide 1st level of technical assistance and support to field focal points countrywide on the operation and management of population information management systems. This will require close coordination, to ensure software updates are carried out in a timely manner. S/he also ensures that all technical and end user guide documentations and standard operating procedures are updated and available to all field focal points.

The Data Management associate is expected to be tech savvy, up-to-date data processing, analysis and presentation technologies. Additionally, s/he should have a pro-active, innovative, mature attitude and be able to perform well under stress. The Sudan operation is in a state of humanitarian emergency in some areas, while a more solutions-oriented approach is being pursued in the context of the humanitarian-development nexus. The operational environment therefore requires a mature level of cultural awareness and sensitivity.

The incumbent should demonstrate:

  • Experience in Advanced Database Administration
  • Experience in Software Design and Development methodologies such as Agile, Waterfall, Prototype
  • Versed in software programming tools and languages for desktop and mobile applications
  • In depth knowledge of Information systems management, data protection and security frameworks
  • Good technical knowledge of technical support of operating systems administration, networking and application configuration and troubleshooting.
