Duties and Qualifications
- General Background
The Nutrition & Health Associate will be reporting to the Programme Officer and the primary role is to assist the UNHCR in overseeing the refugee health and nutrition programme in South Darfur. He / she should receive guide from Health staff and may receive indirect guidance from other sections and units relevant to the country programme. S/he is expected to stay abreast of the challenges to refugees¿ health care posed to the region by the political context, the UN and humanitarian reform and institutional developments. S/he is expected to have contacts within the organization, as well as with partners and other stakeholders to collect information and implement administrative requirements at state level.
The incumbent will work under Nyala Field-Office.
- Purpose and Scope of Assignment
Accountability
The Health and Nutrition Associate will be reporting to the Associate Protection Officer and the primary role is to assist the UNHCR in overseeing the refugee health and nutrition programme in South Darfur. He / she should receive guide from Health staff in El Fasher and may receive indirect guidance from other sections and units relevant to the Field Office. S/he is expected to stay abreast of the challenges to refugees¿ health care posed to the region by the political context, the UN and humanitarian reform and institutional developments.
- The incumbent is expected to have contacts within the organization, as well as with the Ministry of Health, partners and other stakeholders to collect information and implement administrative requirements at state level.
- Monitor and evaluate implementation of health programmes in the field, according to work plans co-developed with implementing partners.
- Stay aware of the Health Information System from the data collection phase at the settlement level up to the IP level and examine quality of data collected, together with partners and Ministry of health.
- Prepare reports (weekly, monthly and year end) and support partners in developing partnership agreements.
- Ascertain that the following Health Programmes are implemented by IP health workers according to national guidelines by health implementing partners in each refugee health facility:
a. Integrated Management of Childhood Illness (IMCI).
b. Tuberculosis prevention and control.
c. Malaria prevention and control.
d. Reproductive Health (including Family Planning) & HIV / AIDS.
e. Mental Health Care.
f. Medical Referral Care.
- Participate in assessment of training needs of GO and NGO implementing partner staff and ensure that individual health staff undergo capacity development activities relevant to their posts / function.
- Implement interventions with refugee / host community volunteers utilizing participatory approaches.
- Assist UNHCR Nutritionist in the conduct of the annual nutrition survey and monitor implementation of the nutrition programme, especially in the in-patient stabilization centers.
- Perform other public health duties as required.
Authority
- Assist in creating Standard operating procedures (SOPs) and enforce compliance to those SOPs for Medical Referral of PoCs in South Darfur States (7 refugee settlements).
- Represent the refugee health sector in coordination meetings and liaise with implementing partners, UN agencies, NGOs, and the Ministry of Health to coordinate health activities in the refugee camps.
- Prepare input for information, communication and advocacy on the health and nutrition situation of populations of concern to UNHCR among local partners; and assist in acquiring information to donors, other agencies and the government; as well as provide information for funding submissions, appeals or reports.
- Monitoring and Progress Controls
The incumbent will set performance objective with his/her supervisor at the beginning of the incumbent¿s resumption which will be monitored from time to time to ensure maximum performance by the staff member.
- Qualifications and Experience
Education
- A degree/training in Medicine, Public Health, Nursing or related field is required.
- At least two years progressively responsible professional work experience in programme planning and management in Health and nutrition field in Sudan, with emphasis on strategic planning.
- Knowledge of the latest developments in community-based health, in child survival and development including safe motherhood and neonatal care.
- Proven ability to conceptualize, plan and manage health programs, as well as to impact knowledge and teach skills.
- Analytical, communication and advocacy skills
- Possesses knowledge of medical diagnostic and treatment modalities available in Sudan.
- Good report writing skills.
- Prior relevant experience with UNHCR, other UN agencies or NGOs.
- Prior experience working in IDP or refugee operations.
- Fluency in English and Arabic languages.
Desirable Qualifications & Competencies:
Work Experience
Three years of relevant work experience with High School Diploma or 2 years relevant experience with bachelors degree or equivalent or higher.
Essential
- Knowledge and understanding latest developments in community-based health, in child survival and development including safe motherhood and neonatal care. knowledge of medical diagnostic and treatment modalities available in Sudan.
- Experience in area of health and nutrition including surveys, programme implementation, monitoring, evaluation, and coordination.
- Language skills: Fluency in oral and written English required, knowledge of Arab language.
Desirable
- Computer skills: Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, Excel, epidemiological programme, etc.
