Duties and Qualifications

1. General Background

The WNS is hosting more than 260 thousand refugees from South Sudan. UNHCR has committed to support the Sudanese government in providing international protection to refugees. This includes household and individual biometric registration of new arrivals. Registration activities require a continued engagement of the responsible staff for both UNHCR and COR (Commission of Refuges) sides.
The Registration Assistant will be a member of the Joint Registration team consisting of COR and UNHCR, s/he will be a reporting to the UNHCR Registration Team leader. The incumbent is responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. S/he provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements. S/he liaises closely with protection staff and partners to ensure timely identification and referral of persons of concern (POC) for protection follow up. The Registration Assistant may assist in compiling and analyzing information related to registration activities in the operation. The incumbent may provide interpretation and/or translation services in cases for which s/he has the required language competencies. The Registration Assistant shall support the office in coordinating registration activities with Government of Sudan and other stakeholders.
Also, the Registration assistant will be required to conduct registration on a continuous basis according to the workplan in place and under minimum supervision of the head of registration unit.

2. Purpose and Scope of Assignment

The incumbent will be responsible for the following tasks among others. The tasks will be performed in White Nile State however occasional support missions to other states could be approved whenever needs arise.

Duties

– Assistant to the Registration team leader.
– Provide on-site technical support to the assigned registration team.
– Assist in the implementation of registration strategies and methodologies for populations of concern.
– Conduct registration interviews when required in accordance with registration standards and guidance.
– Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements.
– Maintain accurate and up-to date records and data related to all individual registration cases.
– Identify persons with specific needs and ensure timely referral to protection follow-up as required.
– Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
– Draft correspondence and reports relating to registration activities in the operation, when required
– Provide statistics and draft reports related to registration data, as requested.
– Act as interpreter and translator when needed.
– Perform other related duties as required.

3. Monitoring and Progress Controls

The Registration assistant will perform his/her daily tasks ensuring the quality of registration is maintained through individual registration of persons of concern to UNHCR. A minimum acceptable daily performance will be monitored by means of the standard tools including the number of daily registered families and individuals with the minimum data set as per the operational guidelines. Registration statistics will be provided from progress database to monitor effective registration performance.¿¿¿¿¿
Based on the current Sudan registration strategy, by the end of 2022, COR and UNHCR should have concluded the registration backlogs in all locations. In White Nile, it is anticipated that the population of approximately 48,000 are pending registration and any other additional arrivals registered on an individual basis. Several assistance initiatives take place in the camp on a monthly or ad-hoc basis will be conducted through biometric verification of beneficiaries, the incumbent will be involved in the planning and implementation of these initiatives.

The following will be the key performance indicators:

  • Number of Individuals registered
  • Number of assistance exercises conducted through biometric verification of beneficiaries.

Minimum Qualifications

Education & Professional Work Experience

G4 – 1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher
