DUTIES AND RESPONSIBILITIES

The Peacebuilding Officer will, in consultation with the Head of Office of UNITAMS Regional Office(s) and under the supervision the Senior Peacebuilding Officer in Khartoum, be the principal repository of peacebuilding policy advice and best practice for the UNITAMS presence in either Darfur or the Two Areas. The incumbent will help ensure coherence of UN peacebuilding activities in the field and advise on the design of programmatic peacebuilding interventions. The incumbent will monitor overall progress
and identify emerging challenges to peacebuilding. The incumbent will also support the Senior Peacebuilding Officer and the Head of Office by providing visibility on peacebuilding opportunities at the field level and promoting knowledge sharing between the regional offices. The incumbent will support the regional Head of Office in promoting collaboration, including joint assessments, planning and activities, between the mission substantive components and the United Nations country team. The
incumbent will also help establish and maintain partnerships with peacebuilding stakeholders at the local level.
Within delegated authority, of the Peacebuilding Officer would be responsible for the
following duties

Information, assessments, and analyses:

  • Provides information, assessments and analysis for the Mission and other actors where applicable, on political, social, and economic issues affecting conflict dynamics at the local and regional level, including analysis on how these relate to the national level and vice versa on both sides of the conflict lines.
  • Contributes to a shared understanding of the Mission environment, mandate, and operations amongst Mission actors at the local level, to support consistency and coherence of approach.
  • Contributes to the formulation of recommendations concerning Mission actions and approaches required at the local level.
  • Serves as focal point on gender for the Peacebuilding component, identifying and communicating ways to ensure that gender perspective is considered in all aspects of peacebuilding work.

Inter-communal dialogue, confidence building, support to peace implementation and

ongoing peace processes:

  • Supports dialogue between groups in conflict in the area of responsibility by convening structured meetings and similar activities with a focus on activities that protect civilians.
  • Supports civil society groups and/or institutions at the local level that promote a culture of peace and reconciliation.
  • Supports interaction with sub-national government, as well as national authorities and dialogue and cooperation with different communities and interest groups on both sides of the conflict line with the aim of creating political space and accountability and supporting inclusive, participatory, and
  • accountable governance.
  • Assists sub-national government and authorities to assess capacity building and support needs, working with partners from across the UNCT. Working from the Sudan Peacemaking Peacebuilding and Stabilization Programme (SPPSP), help the integrated Mission to design a coordinated UNITAMS response to these needs from relevant actors.
  • Assists in the design and implementation of appropriate and practical peacebuilding initiatives for local authorities, including by providing peacebuilding support mentoring on conflict sensitive approaches, and providing support to policy and decision-making processes, with local government and civil society counterparts where appropriate.
  • Manages a local field office or team, undertaking or overseeing the programmatic and administrative tasks necessary for the development and implementation of the peacebuilding programmes.
  • Fosters effective working relations with the United Nations Country Team (UNCT) to assist the development of joint programmes

Advocacy support and knowledge generation and management

  • Promotes and protects the interest of excluded and/or threatened groups through advocacy in full respect of humanitarian and international law.
  • Support the establishment of advocacy networks at national level and linkages to international networks related to the sectorial/thematic areas assigned
  • Contributes to the development and ensures distribution of high-quality mission-specific induction materials. Assists with the design, implementation, and evaluation of tailored in-mission skills training for the peacebuilding components.
  • Promotes knowledge sharing between the regional offices, including joint assessments, planning and activities, between the mission substantive components and the United Nations country team
  • Identifies and researches best practice and lessons learned across the peacebuilding work and shares these with colleagues, including through active participation of the Peacebuilding Unit.
  • Serves as focal point for researching, identifying, and sharing good practices and lessons learned with the peacebuilding component and the peacebuilding community.

QUALIFICATIONS AND EXPERIENCE

Education: An advanced university degree (Master’s degree or equivalent) is required, in international relations, communications, administration, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience, may be accepted, in lieu of the advanced university degree.
Work Experience: A minimum of five (5) years of progressively responsible experience is required, in the intergovernmental, political and diplomatic field or related area is required.
Experience in planning and design, implementation, monitoring and evaluation of development policies and programmes and establishing inter-relationships among international organizations and national government specifically in the field of peacebuilding and protection of civilians is required. Experience working on peace processes in Africa is desirable
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment:

Evaluation of qualified candidates may include an assessment exercise which may be
