Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Purpose of the post:

Under the supervision of the Programme Specialist Social Protection, the Social Policy Officer, NO-B in will manage and coordinate technical support to the implementation of the MCCT+ programme, including its cash operation as well as its multi-sectoral interventions. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and governments.

Summary of key functions/accountabilities:

  1. UNICEF Programme Management
  • Under supervision of the Programme Specialist Social Protection in Khartoum, manage and coordinate technical support to the implementation of the MCCT+ programme, including its cash operation as well as its multi-sectoral interventions. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and governments.
  • Supports and contributes to effective and efficient planning, management, coordination, monitoring and evaluation of the MCCT+. Ensures that the social planning project enhances policy dialogue, planning, supervision, technical advice, management, training, research and support; and that the monitoring and evaluation component strengthens monitoring and evaluation of the social sectors and provides support to sectoral and decentralized information systems.
  • Ensure effective implementation of monitoring plans by consultants and development partners, including the state Ministry of Health and Social Welfare, and ensure the proper implementation of the Post-Distribution Monitoring tool.
  • Ensures proper implementation of the HACT process. This includes timely and proper submission of DCT payments, as well as their related liquidation, by partners, including state-level government.
  1. Partnership building and inter-sectoral coordination
  • Under the close coordination with FO relevant focal persons, advocate and support Ministry of Social Welfare and Health at State level and other agencies to ensure appropriate State coordination mechanisms are operational for timely and effective policy and programmatic support and guidance from State level authorities.
  • In liaison with Child Protection and Health and Nutrition Specialists/Officers based in CO and FOs, contribute to the execution of an effective, integrated social protection system with appropriate and clearly identified roles of Social Workers in terms of social cash transfer implementation as well as child protection case management.
  • Build partnerships with other UN Agencies, (I)NGOs and other development partners at state level to coordinate support to Primary Healthcare Centers as well as broader support to the first 1,000 days of life agenda.
  1. Technical, capacity and coordination support for robust programme implementation of the Maternal and Child Cash Transfer Programme at State level
  • Advocacy, coordination and capacity support to Federal level authorities (and State level when required) to create sustainable coordination and implementation mechanisms for the implementation and expansion of child sensitive social protection programmes (e.g: MCCT)
  • Capacity building support to state Ministry of Health and Social Welfare and other implementing partners at State level (including locality/neighborhood/villages level) in development of robust M&E mechanism, as well as regular monitoring and reporting of Maternal and Child Cash Transfer (MCCT) related activities to ensure principles of universality and inclusiveness and provide recommendations on how to overcome barriers and bottlenecks.
  • Participate and contribute in and State level forums related to cash transfers in emergencies, especially to ensure synergies between such mechanisms and UNICEF’s ongoing technical work supporting national social protection systems.
  1. Contribute to Knowledge products, tools and technical inputs for the expansion of the MCCT
  • Supporting analyses of programme implementation and impact based on data from surveys, Post-Distribution Monitoring and Management Information System.
  • Contribute to periodic reports on lessons learned and good practices from the implementation of the MCCT in the introduction and implementation of an integrated, systems-based approach to government led- social protection in Sudan.

To qualify as an advocate for every child you will have…

  • An advanced University Degree in one of the following fields is required: Economics, Development Studies, Finance, Public Policy, Political Science, or another relevant technical field. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of two years of relevant professional experience in Social Policy related programmes is required.
  • Knowledge of social protection policy debates and evidence is desirable; demonstrated knowledge and experiences in working on integrated, systems-based approaches (including linkages with social work case management) is advantage.
  • Previous research experience on poverty and/or development with expertise on quantitative and qualitative data analysis.
  • Experience in data and knowledge management.
