On 25 September 2019, the Government of Sudan and the Office of the UN High Commissioner for Human Rights signed the Host Country Agreement paving the way for the establishment of a fully mandated OHCHR office in Sudan, with sub-offices in Darfur, Southern Kordofan, Blue Nile and East Sudan. On 6 October 2020, the Human Rights Council adopted resolution 45/25, which welcomes the establishment of a fully mandated country office with field presences in Sudan, and requests the Secretary General to provide all the resources necessary to establish and operate such a country office. The OHCHR Sudan Country Office works on six key areas that match the Government’s priorities and the vision laid out in the Constitutional Document, which frames the transition period in Sudan.
The six key areas of work are:
(1) Advancing sustainable development through Human Rights.
(2) Strengthening Rule of Law and Accountability.
(3) Enhancing participation and protecting civic space.
(4) Enhancing equality and countering discrimination.
(5) Preventing violations and strengthening protection of human rights.
(6) Increasing implementation of international human rights mechanism’s outcomes.
Organizational Setting and Reporting
This position will be located within the OHCHR Office in Blue Nile (1 position), the incumbent will report to the Head of Office and the head of sub offices.
Duties and Responsibilities
Summary of Key Functions:
I) Planning and coordination.
II) Human rights monitoring and reporting.
III) Undertakes capacity-building activities.
IV) Provision of advisory and technical support.
I) Planning and coordination:
- Develops and, where appropriate, coordinates initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses, including in relation to conflict-related sexual violence.
- Liaises with appropriate national authorities, civil society, UN Agencies, Funds and Programmes with complementary mandates, and other relevant partners to monitor developments in the human rights situation.
- Ensures cooperation and appropriate communication with the United Nations Office of the High Commissioner for Human Rights (OHCHR) in the establishment of policies and sharing of best practices.
- Contributes to the mainstreaming of human rights in the formulation and implementation of UN peace programmes at the country level.
II) Human rights monitoring and reporting:
- Researches, collects, verifies, analyzes and synthesizes significant amounts of information of relevance to human rights, including from open sources.
- Conducts investigations of human rights and international humanitarian law violations.
- Drafts a variety of reports and briefings in compliance with established standards.
III) Undertakes capacity-building activities:
- Designs, as appropriate, delivers and evaluates human rights training programmes for national officials/civil society representatives, human rights non-governmental organizations (NGOs) and other national stakeholders.
- Supports national-authorities in implementation recommendations made by UN Treaty Bodies, Special Procedures and other mechanisms of the UN Human Rights Council.
IV) Provision of technical support and expert advice
- Advocates with relevant authorities and other influential actors to stop or prevent human rights violations and seeks remedial action by the authorities to prevent similar violations from occurring in the future.
- Monitors the legal systems and their compliance with international human rights instruments and, where appropriate, advises relevant authorities, including on the implementation of recommendations by UN human rights bodies.
- Suggests strategies to better promote and protect human rights.
- Contributes to the establishment of transitional justice mechanisms and or processes provided in the Constitutional Document and advises national counterparts on accountability and compensation mechanisms as appropriate.
- Provides support for the establishment of a National Human Rights Commission in accordance with the Principles of Paris;
- Contributes to the integration of gender perspectives/considerations and specific women/girls’ rights issues in all activities and for the equal participation of women and men in all areas of work.
- Performs other related tasks as requested by the OHCHR CO leadership.

Required Skills and Experience
- An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, or other disciplines related to human rights.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 2 years with a master’s degree or 4 years with a Bachelor’s of progressively responsible and relevant experience in human rights, law, international relations, or closely related areas is required.
- Fluency in both spoken and written English and Arabic is required.
