Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
- The E-learning consultant will provide professional technical, operational and administrative assistance throughout the
- generation of the strategy to the ministry. E- learning programming process through the application of theoretical and
- technical skills in researching, collecting, analyzing and presenting technical program information while learning
- organizational rules, regulations and procedures to support the development and formulation of the E-learning Program
- within the Education Program and the Country Program.
Under the guidance and general supervision of the Chief of Education, the E-learning Consultant will also report to the
Federal Ministry of Education, supporting the coordination of a broader team, represented by the Government and key stakeholders.
Objective One:
a. Coordinate a key group of Government and stakeholders in the drafting of an elearning strategy and costed action plan;
b. Solicit feedback and input from stakeholders on priorities, plans, and budget
c. Draft an elearning strategy, outlining key priorities, outputs, and outcomes, with a robust monitoring and evaluation framework, associated budget, and timeline
Objective Two:
a. Coordinate a key group of Government and stakeholders in the drafting of an elearning strategy and costed action plan;
b. Solicit feedback and input from stakeholders on priorities, plans, and budget
c. Draft an elearning strategy, outlining key priorities, outputs, and outcomes, with a robust monitoring and evaluation framework, associated budget, and timeline
Objective Three:
a. Coordinate a series of sessions with key stakeholders, including Government (and relevant line Ministries, including
Education and ICT, UN Agencies, Donors, and NGOs, and other partners) to gain feedback on the draft strategy.
b. Coordinate a validation workshop to solicit final input and incorporate comments accordingly.
c. Work with Government to have the elearning strategy validated through Government systems.

To qualify as an advocate for every child you will have…
- Bachelor’s degree or equivalent professional certification in Education, Social Science management and relevant fields such as education, Information management/technology, communication (Master’s degree / Advanced degree in the same field is an added advantage).
- A minimum of 5 years of relevant professional experience in a similar role with an emphasis on strategy generation, coordination,
- familiarity with development of project monitoring frameworks and/or monitoring and evaluation tools (Working experience with UN is an added advantage).
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
